
Scanning and conducting a gap assessment of the policy, legal and regulatory environment of the ICT sector in Tanzania – NICTP 2016
ARIFA conducted a comprehensive study aimed at assessing the policy, strategic, and legislative landscape of Tanzania’s ICT sector. The objective was to identify existing gaps, analyze challenges and opportunities, and establish the necessary requirements for improving the policy and legal environment to fully harness digital economy opportunities.
The study focused on evaluating the effectiveness and relevance of existing ICT policies and regulatory frameworks, with the goal of supporting the development of a competitive, innovation-driven ICT sector. It explored the need for harmonized legal and regulatory systems that promote sector growth, encourage investment, improve global competitiveness, and accelerate the rollout of e-applications and digital services. Special emphasis was placed on skills development and innovation ecosystems, ensuring that the ICT workforce is future-ready.
The project included benchmarking Tanzania’s ICT legislative environment against regional peers and global leaders, offering insights into policy gaps and international best practices. A strategic framework was also developed for reviewing key policy documents, including the National ICT Policy (2016), its Implementation Strategy, and the National Telecommunications Policy (1997), laying the foundation for a modern, inclusive digital economy.
